That is hard to say. They could very well be lying after all.

[For any number of reasons. Maybe they wanted to keep some useful soldiers around. Or maybe it was a one way trip and they didn't wish to admit it. Or it was all beyond their power.]

But I think one can only take them at their word for the moment. And I think it is in their best interests to keep their word for the moment.
