It was known to the Prime Minister that Noir was sailing the seas, and that the woman from Noir who attacked intended to make an appearance. Thus, this expo was especially vulnerable given the circumstances. So why, then, was it left so unguarded, thus making it the easy target it was? Why were none of those charged with its protection informed of the possibility of attack? Why was such an attack not preemptively prepared for? Blanc certainly has an army they could have used as additional guards; why were they not utilized in the expo’s protection? Why did the leaders of Blanc allow a massacre of this magnitude to take place when it could have been, with the proper preparation, reduced to a much smaller scale attack, if not avoided altogether?
